The Missouri General Assembly is in its second month of this year’s legislative session. Already it is apparent that much of the session will be devoted to that four-letter word … cash. If you ask your state legislator what the predominate issue will be this session, I expect he or she will say insufficient funds. The ailing economy, with an unemployment rate of 9.5 percent, has decreased expected tax receipts and Governor Nixon already has had to cut in excess of $600 million from the budget.
